Ownership structure requirement is one of the most important FDI policies that are widely utilized by host country governments. The rationale behind is that local participation in foreign-invested enterprises facilitates knowledge absorption by domestic firms, and also mitigates the negative competition effects brought by foreign entries. This paper explores whether this potential hypothesis holds by using Chinese firm-level data. We find that the presence of Chine-foreign joint ventures (JVs) is associated with significantly positive spillover effects, while the presence of wholly-foreign-owned firms (WFOs) is associated with significantly negative competition effects. We further find that the extent of the spillover effects is affected by both the industry-level factors (technology gap between domestic firms and foreign-invested firms and the level of industrial concentration) and firm-level factors (absorptive capacity and credit constraint). We also find that the magnitude of spillovers varies between private firms and state-owned enterprises. The causality of the differentiated impacts of JVs and WFOs is confirmed by our IV regressions. Our study contributes to the growing literature of identifying FDI spillovers and has implications for the latest round of global FDI liberalization efforts.
