主讲人简介：

孔适海博士现为美国海军战争学院助理教授，同时也是该校中国海洋问题研究所的核心成员，哈佛大学费正清中国研究中心成员。其研究方向主要为中国外交政策，东亚安全及海洋法。2016-2017学年，孔适海在海军战争学院开设中国政治课程并在普林斯顿大学大学从事博士后研究。此前还曾在纽约大学、美国国防大学从事相关研究工作。2014-2015年，获得富布莱特奖项资助，在海南中国南海研究院访学。

讲座背景：

中国作为一个崛起中的世界强国，对现行国际机制，尤其是国际法，采取何种立场及互动方式，不仅关乎自身的发展前景，更关乎世界格局的维系与变动。具体到海洋法领域，在处理南海纷争时，中国对于海洋法的解读及应用方式在一些国际人士看来耐人寻味，有待进一步辨析。同时，在中国提出“一带一路”计划的背景下，印度洋方向上与地区大国存在微妙的战略竞争态势，国际法会在地缘博弈中扮演何种角色值得认真探讨。

内容简介：

Topic: The Role of Law in China`s Political Relations with the World.

Here are 5 related issues and questions I`d like to discuss:

1) PRC attitudes toward and practice of the law of the sea -- is international law a constraint or an enabler of Chinese objectives?

2) PRC application of its interpretation of the law of the sea to maritime disputes in the South and East China Seas -- principled positions or opportunistic policy choices to advance maritime claims?

3) US-PRC divergence on key international law norms in maritime domain -- upholding an open or a closed regime?

4) Comparison of PRC practice of law of the sea to that of other regional states -- how to reconcile different states` maritime rights and interests?

5) Connections between PRC maritime security issues in near seas and Indian Ocean region -- how should we understand port and infrastructure projects in Pakistan, Sri Lanka, Myanmar, etc? Is there a coherent PRC maritime strategy?
